MOS Portal (Case Handling Module), applications for a temporary residence permit
Dear international students, please note that from 27 April 2026, applications for temporary or permanent residence permits may only be submitted electronically via the MOS Portal (Case Handling Module).

A particularly significant change concerns temporary residence permits for the purpose of studying. The university at which the international student is studying is required to complete the application attachments online via the MOS system. The applications and attachments have been designed to be intuitive and straightforward to complete, to facilitate the use of the MOS system.
When completing an application for a temporary residence permit, the international student is required to provide the university’s email address to which a message containing a link to the online form will be sent. Upon receiving the message and clicking on the link provided, the applicant will be redirected to the online form, which must be completed as soon as possible and signed using a trusted signature, a personal signature or a qualified electronic signature.
The international student will only be able to submit an application for a temporary residence permit once the university has completed the online form. Without the university’s completed attachment, the application cannot be submitted.
